Bringing homes back to life with affordable loans to homeowners

 

Hilltown CDC’s Housing Rehabilitation Program provides eligible low- and moderate-income homeowners in eligible towns with deferred payment loans in order to address code violations and improve living conditions. Program benefits include no interest/no monthly payment on loans that may be completely forgiven, and assistance with project specs, project oversight and contractor selection. A wide range of repairs are eligible including:

  • Electrical/plumbing work

  • Foundation repair

  • Lead paint removal

  • Septic system repair

  • Roof replacement and repair

  • Door and window replacement

  • Handicap accessibility renovations

  • Insulation

  • Heating and hot water systems

  • Wells and pumps

Eligible homeowners will receive a deferred payment loan with zero interest and no monthly payments. A percentage of the loan is forgiven each year until the loan term expires (usually 15 years). A mortgage is recorded for the recapture of the unforgiven balance of the loan if the property is sold or changes ownership within the loan term. Loan terms and amounts will vary by funding source.

Hilltown CDC’s Housing Rehab Program provides services in many hilltowns. Funding is not available in all towns at all times. Contact Marjorie to see if your town is currently eligible for Housing Rehab services or to put yourself on the waiting list.

Eligibility Guidelines

Eligible Towns (FY22.23): Chesterfield, Cummington, Goshen, Peru, Plainfield, Westhampton, Williamsburg, Worthington

In order to qualify for assistance, homeowners should:

  • Live in a single-family, owner-occupied housing unit (condos are not eligible for this program);

  • Be current with property taxes and mortgage payments;

  • Have owned their home for more than a year; and

  • Fall within the income guidelines.

The eligibility of program applicants will be determined on an individual basis. Other restrictions or requirements may apply depending on a household’s current situation and circumstances.
